With a need to move over 230,000 vehicles per day between Virginia and Maryland, the I-495 Capital Beltway around Washington, DC experiences significant traffic delays regularly for the daily commuters, local residents, freight shippers and other travelers through the region.
In 2012, the Virginia Department of Transportation (VDOT), through a public-private partnership with Transurban USA, opened the Capital Beltway Express, a 14-mile segment of High Occupancy Toll (HOT) lanes between the I-95/I-495 interchange in Springfield, VA and the Dulles Toll Road interchange in Tysons Corner, VA. In 2019, VDOT and Transurban signed a Development Framework Agreement to extend the HOT Lanes(dubbed the 495 Northern Extension, or NEXT, project) an additional 2.5 miles to the Maryland state line. Moffatt & Nichol is providing technical support to the Virginia P3 Office of VDOT in negotiating the Term Sheet, Proposal Specifications, and Technical Requirements with Transurban, as well as development of conceptual cost estimates and participating in project risk workshops with the VDOT team for the 495 NEXT project.
