Moffatt & Nichol conducted a study for the Virginia Economic Development Partnership to determine the economic viability of a Virginia inland port.

That study indicated that the Mount Rogers/Bristol region met the market-driven and physical conditions to warrant additional assessment.

Following the initial study, the Governor and General Assembly funded a further study to identify a specific site and to develop an operational and infrastructure plan acceptable to the Port of Virginia, Norfolk Southern Railroad, regional shippers, and local authorities.ย 

Moffatt& Nichol supported the Port of Virginia with a 30% terminal and site design, including stakeholder consensus in support of the project, in advance of final General Assembly action on the project
