Moffatt & Nichol welcomes Doug Huggett to lead our Morehead City office! Doug is a senior environmental permit specialist/project manager with 30-plus years of coastal and water resource experience. Doug’s presence in Morehead City brings us closer to clients in this coastal area and adds to our permit expertise along the Atlantic Seaboard. Doug has extensive experience in permitting and mitigation under Sections 401 and 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act and is an expert in both the North Carolina Coastal Area Management Act (CAMA) and the North Carolina Dredge and Fill Law following more than two decades with the North Carolina Division of Coastal Management (NCDCM). While with NCDCM, he was responsible for teams managing all aspects of the Division’s role in planning, permitting, and monitoring of beach nourishment, inlet dredging, beneficial use and terminal groin projects for North Carolina’s oceanfront shoreline, and living shoreline, marina and dredging projects within the State’s sounds and estuaries. In addition, he managed the NCDCM transportation project work-unit, providing oversight on issues related to transportation project permitting and project development and compliance throughout the entire coastal zone.

Doug received his bachelor’s degree in biology at the Florida Institute of Technology and went on to earn his master’s degree in biological oceanography from the College of William and Mary’s Virginia Institute of Marine Science.
